Overview
Montachusett Regional Vocational Technical School District is seeking quotes/bids for a web content management system and website hosting service. Montachusett Regional Vocational Technical School is a one building school district. The district employs approximately 200 staff members. The district enrollment is approximately 1,435 students in grades 9 to 12. For E-Rate purposes: Montachusett Regional Vocational Technical School is a 50% discount rate district for the 2013-2014 E-Rate year.
Services to begin: 07/01/2013
Services to end: 06/30/2014, with two voluntary one year extensions.
Special Contract Provisions and Terms
Successful award is contingent first upon full approval of federal E-Rate funds as identified in Form 471 and local district budget approval.
Length of Contract: The contract term will be from July 1, 2013 – June 30, 2014 with an option to renew for a second and third year at the sole discretion of the Montachusett Regional Vocational Technical School.
Requirements
Quotes must include Service Provider Identification Number (SPIN) associated with the Schools and Libraries Division of the Universal Service Administration Company (USAC).
Vendors must indicate if the USAC has approved the product for E-Rate discounts, and what percentage of the product is eligible for the E-Rate discount.
Vendors must specify annual costs to provide web hosting and content management services for the district. All services to be provided must be itemized in detail, and E-Rate eligible and non-eligible items and costs must be separated.
Cost of services for second and third year must be specified.
Cost of set-fees and other non-recurring services must be specified.
Description of Required Services for Web Hosting and Content Management System

The district website must include a district/school home page (landing page) and additional pages for staff use, groups, Intranet, and other content.
Private pages - allowing for School Committee, administrators, staff, parents, and students to login.
Class specific content on teacher classroom web pages, such as homework assignments and resources.
Messaging component built-in that allows for teachers and students to communicate within the system.
The home page/landing page must accommodate one or more large pictures (resolution 1980 x 1080 or larger).
The content management system must have an online management WYSIWYG system for logging in and editing pages without installing additional tools.
Emergency announcement system that allows updates to be posted instantly to the website (scrolling banner is preferred).
Events/announcements list with the ability to set beginning and end date of the event/announcement.
Survey tool built in.
Form tool built in.
Integrated newsletter feature.
Integrated calendaring system that allows for calendars to “roll down” into sub-calendars.
Integrated Web 2.0 tools such as web blogs, photo slideshows, streaming audio and video, podcasts, wikis, and RSS Feeds.
Language translation of web pages (example: Google Translate).
Versioning system that allows for approval and rollback of changes.
Automatic scanning for inappropriate content.
Automatic backup of the website.
Provide the same experience whether using Internet Explorer, Safari, Firefox, or Chrome.
Required Vendor Qualifications:
Vendor must have experience hosting school district websites for at least five years. List of districts must be furnished with the bid.
Vendor must have a minimum of 5 years of experience with the E-Rate process. List of experience must be furnished with the quote.
The website will be hosted by the vendor, with a minimum of 99.9% uptime.
Live telephone support must be available at least between the hours of 8:30 AM EST and 5 PM EST.
Off hours technical support must be either by return call or monitored ticket system.
Quote/Bid Info:
Quote/Bid must include the following information:
-Massachusetts state contract vendor information, if applicable.
-E-Rate SPIN.
-Number of years experience hosting school district websites.
-Percentage of the product eligible for the E-Rate discount.
-Eligible and Ineligible E-Rate cost allocation.
-Annual cost before and after E-Rate reimbursement (50% discount for 2013-2014) broken out per fiscal year.
-Cost of one-time startup fee.
-Cost of custom landing page.
-Cost of migration (vendor will migrate all current SchoolFusion pages including classroom pages to the new site).
-Cost of on-site training days to train district webmaster and on-site days to train district staff and teachers.
-Cost of annual design refresh along with a list of what is included.
-Cost of any additional services.
